Michael Mann was employed by the California Department of Alcoholic Beverage Control for over two decades. He retired as the District Administrator in charge of the Department’s Santa Rosa Office. In that capacity, Michael was responsible for five Northern California Counties, which included Napa, Sonoma, Lake, Marin and Mendocino Counties. This geographical area accounts for over 50% of the state’s wine manufacturing and wholesaling industry. In years past, Michael was also the District Administrator in charge of the Department’s San Francisco Office. He was then responsible for both San Francisco and San Mateo Counties, dealing mainly with the retail industry.
Over the years Michael has worked very closely with the federal Alcohol & Tobacco Tax and Trade Bureau. He has also worked closely with every city and county agency that plays a role in the alcoholic beverage licensing process within those seven counties for which he was responsible.
Michael has worked in every sworn field capacity with the Department of Alcoholic Beverage Control. He has worked closely with local and state law enforcement and community organizations. He has participated in the legislative process on numerous occasions addressing issues with the ever changing alcoholic beverage industry. Michael has assisted with many of the large acquisitions and mergers in the manufacturing, wholesale and retail industries. He has followed many of the industry’s trends during his prior career and has worked with the industry and its representatives to achieve common ground.
Michael has participated in professional associations which in part included the Law Enforcement Chief’s Associations of Sonoma, Napa, Marin, Lake and Mendocino Counties. His role was to address any alcohol related issues within the law enforcement community. Michael also participated in many alcohol related county programs such as the Redwood Empire Crime Prevention Committee, Marin Commission on Drugs and Alcohol, Marin County Department of Health and Human Services Division of Alcohol, Drug and Tobacco Program and the Sonoma County Department of Health Services Prevention and Planning Division Program to name a few.
When employed by the Department of Alcoholic Beverage Control, Michael had the opportunity to be a member of the Director’s Advisory Committee. The committee worked closely with the Director of the Department of Alcoholic Beverage Control and assisted in the review of new legislation and the creation of policy and procedures. He was also a member of the Department’s Reorganization Committee which was charged with the future geographical allocation of personnel to better serve the community and the alcoholic beverage industry. Michael also headed the Department’s Streamline Committee whose goal was to provide better service to the industry and community by continually looking at the internal operation of the Department and identifying ways to eliminate hurdles both internal and external.
Michael offers over two decades of institutional knowledge of the ever changing and complex alcoholic beverage industry in California. He also offers a regulatory prospective for assured compliance with the existing laws and rules of the California Department of Alcoholic Beverage Control.
